European Commission's Report |
|
|
The European Commission held a public consultation on the proposed Environmental Technologies Verification scheme. They have now circulated the preliminary results from the consultation and are preparing the full report.
Thanks are extended from DEFRA to everyone who took the time to fill in the online questionnaire - there were more responses from the UK than any other country.

Econsense - Climate Policy Map Flyer |
|
|
A German partner organization of the WBCSD, econsense, has just launched a very interesting "Climate Policy Map" (available both in English and in German). It aims to present climate policy information in an attractive and understandable way and consists of three components:
1. A Map Creator to create maps on climate policy by combining multifaceted information on climate policy with data of energy supply and socioeconomic factors for 14 countries and regions of the world (the choice of countries was determined by their impact on climate).
2. Fact Sheets that summarize information on climate policy regarding a country or a specific issue. The Fact Sheets are based on the data of the Map Creator and display selected sets of data in a concise way.
3. Information related to the main Legal Basis of national climate policies. Included are pieces of binding legislation at the federal level as well as some major political programs relating to climate protection.

Donald Lack, Regional Director of Faber Maunsell's Birmingham office looks at capital cost (CAPEX) driven carbon management which tends to look at the minimum cost in capital terms and discounts the whole life benefits of the revenue savings that could be obtained. In these situations the business as usual scenario often occurs with little improvement in energy or carbon management. This methodology always appears to be the least cost approach but will have serious long term costs and penalties which should and could be avoided at procurement stage. He gives examples.
